The purpose of the API Catalog, hereinafter the Service, is to describe INSEE's various APIs.

The purpose of this document is to regulate the relations between the different stakeholders on the subject. the service. It is made up as follows:

1. General Terms and Conditions for Service Users;
2. Legal mentions

The service is developed and operated by INSEE.

Any use of the service is subject to prior acceptance and full compliance with these terms and conditions of use.

Definitions

API : application programmable interface – interface de programmation applicative

User: anyone on the service

1. General Terms and Conditions for Service Users

These terms of use apply to the use of the service. The user also undertakes, by accepting them, to comply with the conditions of use of the APIs he accesses through the service.

The use of the service is free, optional and free. Users freely choose the hosted APIs they wish to access.

The operating costs of the service are borne by INSEE.

Object

This service allows users:

• to register to create a user account;
• to access the various APIs provided by INSEE
• access to a help section.

The use of the service requires an internet connection and a recent browser .

Registration on the API catalog

When registering for the service, the user chooses a username (between 5 and 30 characters), a valid email address, and a password. It also indicates his name and surname. The user must secure and keep his username and password which are used for any access to his personal account.

The password must be chosen by the user in such a way that he can not not be guessed by a third party. The user agrees to preserve the confidentiality. The user agrees to immediately notify INSEE of any unauthorized use of this information, INSEE can not be held responsible for any damage caused by the use of the password by an unauthorized person. p>

INSEE reserves the right to terminate, without notice or indemnity of any kind, any account that is the object of an unlawful, fraudulent use or contrary to these Terms.

Commitments and absence of guarantee of INSEE

INSEE commits itself to an obligation of means to maintain the availability of the service 99,5% of the monthly time, appreciated at the end of each month. However, the unavailability of the service can not give right to any compensation whatever its nature.

Evolution, modification, suspension:

INSEE reserves the freedom to to modify, modify or suspend, without notice, the service, for reasons of maintenance or for any other reason deemed necessary. The unavailability of the resulting service does not give right to any compensation.

Force majeure and legislative or regulatory evolution:

Moreover, INSEE can not be held responsible for unavailability of the service following a case of force majeure or in the event of legislative or regulatory evolution that would lead him to no longer produce or hold the information object of the API.

Private life

Cookies

The site files cookies of measure of audience (number of visits, pages consulted), respecting the conditions of exemption of the consent of the Net surfer defined by the recommendation "Cookies" of the National Commission for Data Protection and Freedom (CNIL). This means, in particular, that these cookies are only used for the production of anonymous statistics and do not make it possible to follow the browsing of the user on other sites.

Personal data

To use the service, the user transmits personal data that INSEE keeps in order to carry out satisfaction surveys and improve its service offer.

INSEE undertakes to take all necessary measures to ensure the security and confidentiality of the user's email. This is never communicated to third parties, except in cases provided by law.

The user's usage history is never made public or disclosed to third parties . The history of use of the service, like that related to the use of a particular API, are kept for one year.

In application of the law n ° 78-17 of January 6th, 1978 relating to computers, files and freedoms, the user has a right of access, rectification and opposition to INSEE.

Termination of a user account

Suspension ou suppresion d'un compte utilisateur

L'Insee se réserve le droit de bloquer, sans information préalable ni compensation financière, les usages mettant en péril l'utilisation du service.

L'Insee se réserve également la possibilité de supprimer le compte d'un utilisateur et de refuser que certaines personnes aient accès à la plateforme, en cas de violation des présentes règles d'utilisation.

Évolution des conditions d'utilisation

Les termes des présentes conditions d'utilisation peuvent être amendés par l'Insee à tout moment, sans préavis, en fonction des modifications apportées au service, de l'évolution de la législation ou pour tout autre motif jugé nécessaire.

Litiges

Les présentes conditions générales d’utilisation sont régies par le droit français.

À défaut d’un règlement amiable, tout litige susceptible survenir dans le cadre de l’interprétation ou de l’exécution des présentes conditions générales sera soumis à la juridiction administrative ou à l’autorité compétente.

2.Homologation RGS (Référentiel général de sécurité)

À la date du 9 mars 2023, l’autorité d’homologation atteste que le système « API Manager » hébergé par l’Institut National de la Statistique et des Études Économiques, obtient une autorisation d’exploitation jusqu’au 31/12/2023.
